Support for Federal Drug-Free Workplace Program

Overview

Synergy is a long-term partner of the Substance Abuse and Mental Health Services Administration (SAMHSA) in its mission to lead public health and service delivery efforts that promote mental health, prevent substance misuse, and provide treatments and supports to foster recovery while ensuring equitable access and better outcomes.

For SAMHSA’s Division of Workplace Programs (DWP), which provides scientific and policy regulation and guidance for the Federal Drug-Free Workplace Program and its federal agency stakeholders and partners, Synergy provides Subject Matter Experts, support for certification and ongoing review of agency plans, support for the meetings of the Drug Testing Advisory Board, development of agency tools, technical assistance and training, distribution of information, and annual collection of data and metrics on federal agency implementation of Executive Order 12564, Drug-Free Federal Workplace.

Impact

Synergy’s work directly supports federal agencies with civilian employees as they provide Employee Assistance Programs, supervisor training, employee education, and drug testing under carefully controlled circumstances.  This work indirectly supports the collectors, certified laboratories, and Medical Review Officers who conduct the testing and verify results.  Since the launch of the program in 1986, the drug-free workplace plans of 140+ federal agencies have been certified under P. L. 100-71 and reported to Congress.  Longitudinal data and metrics on agency activity under the program, as well as drug test positivity rates, have been collected since the late 1980’s.
