Senior Business Development / Proposal Manager
Synergy Enterprises, Inc., a woman-owned government contractor is seeking a Senior Business Development / Proposal Manager to play a key role in advancing the company’s growth in the U.S. federal and state government markets. The ideal candidate is a hands-on business development professional who can help identify and qualify high-potential opportunities, shape capture and win strategies, assess competitive positioning, identify teaming partners and subject matter experts, and work alongside Synergy’s Business Development Leads to develop compelling, competitive proposals.
Candidates should bring approximately 7 or more years of relevant experience in federal business development, capture, proposal management, marketing, or related growth functions. Experience with civilian agencies, particularly HHS and its operating divisions, is strongly preferred, although relevant experience with other federal agencies will also be considered.
Working closely with Synergy leadership, project teams, subject matter experts, partners, and consultants, this individual will contribute across the full business development lifecycle, from opportunity identification and qualification through capture, proposal submission, and post-submission activities.
Key Responsibilities:
Business Development and Capture
- Support the identification, research, and qualification of federal business opportunities aligned with Synergy’s capabilities and growth priorities.
- Monitor federal procurement pipelines, forecasts, and market intelligence to identify potential opportunities.
- Conduct research on federal agencies, programs, incumbent contractors, competitors, contract vehicles, and potential teaming partners.
- Support bid/no-bid and opportunity qualification activities by evaluating strategic fit, customer alignment, competition, capabilities, staffing, past performance, and other considerations.
- Participate in capture planning and help develop opportunity-specific win strategies, differentiators, teaming approaches, and competitive positioning.
- Assist with customer and partner outreach and preparation of capability statements, presentations, responses to Requests for Information (RFIs), Sources Sought notices, and other pre-solicitation materials.
- Establish and maintain productive relationships with prospective teaming partners and other organizations within the federal contracting community.
- Maintain accurate opportunity and pipeline information and support periodic business development reviews and leadership reporting.
Proposal Management:
- Lead and coordinate federal proposal efforts from solicitation release through final submission.
- Analyze Requests for Proposals (RFPs), Requests for Quotations (RFQs), task-order solicitations, and other procurement documents to identify requirements, evaluation criteria, instructions, and compliance considerations.
- Develop proposal schedules, outlines, compliance matrices, writing assignments, and other proposal-management tools.
- Facilitate proposal kickoffs, solutioning sessions, color-team reviews, and other proposal-development activities.
- Coordinate contributions from technical staff, subject matter experts, partners, consultants, contracts, finance, human resources, and executive leadership.
- Lead the integration of content from technical writers, subject matter experts, and other contributors to develop cohesive, compliant, and compelling proposals, supplementing content through drafting and editing as needed. Help translate technical concepts, project experience, management approaches, and corporate capabilities into compelling proposal content.
- Manage proposal version control, deadlines, internal reviews, and final production activities.
- Review proposals for responsiveness, compliance, consistency, quality, and completeness before submission.
- Support oral presentations, clarification responses, best-and-final offers, and other post-submission activities, as applicable.
Proposal Infrastructure and Continuous Improvement:
- Help maintain and enhance Synergy’s library of proposal content, past performance information, resumes, capability statements, corporate qualifications, and reusable materials.
- Capture lessons learned and identify opportunities to improve proposal processes, templates, tools, and workflows.
- Support increased use of technology and AI-enabled tools to improve proposal efficiency while maintaining quality, accuracy, and appropriate review controls.
- Contribute to the development of repeatable business development and proposal-management processes as Synergy continues to grow.
Required Qualifications:
- Bachelor’s degree in business, communications, English, public policy, public health, marketing, or a related field, or equivalent relevant professional experience.
- Approximately 7+ years of progressively responsible experience in federal business development, capture, proposal management, proposal development, or a closely related discipline.
- Demonstrated experience supporting proposals for U.S. Federal Government agencies.
- Demonstrated ability to interpret federal solicitations and translate requirements and evaluation criteria into organized, compliant proposal responses.

- Ability to synthesize complex information into concise, persuasive, audience-appropriate content.
- Strong project-management skills and ability to manage multiple priorities under tight deadlines.
- Strong interpersonal skills and demonstrated ability to collaborate effectively with executives, technical staff, operational teams, consultants, and external partners.
- Proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
Preferred Qualifications:
